How building permits work in Old Greenwich
Old Greenwich is a section of the Town of Greenwich, not a separate municipality, so permits are issued by the Town of Greenwich Building Inspection Division at Town Hall, 101 Field Point Road. That matters more than people expect, because Greenwich runs a sign-off process rather than a single-window one.
The Town’s own published process for filing in person runs in five steps: complete the permit application form, bring the documents to Building Inspection at Town Hall, receive a signoff sheet and an application group number, collect signatures from every other Town department your scope triggers, then return the completed packet and pay the permit fee. For an addition or alteration, the Town lists the required submission as the permit application, a worker’s compensation affidavit, two sets of construction plans, the completed sign-off sheet, and the fee — and states that all modifications must comply with the Connecticut State Building Code.
Depending on scope, the departments that may need to sign off include the Fire Marshal, Wetlands, Zoning Enforcement, Health, Sewer, Highway and the Tax Collector. Chasing those signatures is the part homeowners underestimate, and it is one of the things a general contractor is for.
One Greenwich-specific note: re-roofing, re-siding and replacement windows on one- and two-family dwellings are the three permit types the Town accepts by email. The Town states that all other building permits must be filed in person.

On our projects, we do. Connecticut requires a written home improvement contract to state who is responsible for obtaining the building permit, so it is spelled out in the contract rather than left to assumption. Be cautious with any contractor who asks the homeowner to pull the permit on their behalf.
What has to be in the contract before work starts?
Under Connecticut’s Home Improvement Act, a written contract must contain the contractor’s registration number, the date of signing, the start and completion dates, the cancellation deadline, the quality or brand of materials, who is responsible for cleaning the worksite, who obtains the building permit, the payment schedule, a notice of your cancellation rights, and the signatures of both parties. The cancellation window is three business days, and in Connecticut Saturday counts as a business day while Sunday does not.
Can you handle the electrical and plumbing on my Old Greenwich remodel?
